Background

Brisbane South PHN engaged a change management consultant to develop a high-level market approach and provide strategic direction relating to the psychological therapies and MHNIP program commissioning process. Brisbane South PHN required further resourcing to practically implement the strategic guidance delivered by the change management consultant in order for the psychological therapies program to be commissioned in a timely manner.

Approach

Beacon Strategies undertook services related to psychological therapies and perinatal mental health commissioning processes. The services provided by Beacon Strategies involved the development of tender documentation, project managing the release of tender documentation to market, participation in the tender assessment process and other duties as directed by the Brisbane South PHN.

Beacon Strategies delivered a number of key commissioning documents during this engagement, including:

  • EOI Specification Document: preparation of the initial EOI document to be released publicly to possible service providers

  • EOI Selection and Assessment Tools: development of the tools and processes associated with scoring and assessing the EOI stage.

  • RFP Specification Document: preparation of the subsequent RFP document to be released to the preferred applicants from stage one.

  • RFP Selection and Assessment Tools: development of the tools and processes associated with scoring and assessing the RFP stage.

  • Contract Schedule: preparation of the contract schedule outlining the service elements required to carry out the service effectively.

Outcomes

Beacon Strategies supported Brisbane South PHN to deliver a commissioning process the adhered to the stated timeframes. A number of service providers were selected and new service models established.
