Evaluation and review of Commonwealth National Psychosocial Support Programs: Central and Eastern Sydney PHN

Background

The Department of Health (DoH) provides funding to PHNs through the Commonwealth Psychosocial Support Program (CPSP) to commission psychosocial support services for adults with severe mental illness and associated psychosocial functional impairment who are not accessing services through the National Disability Insurance Scheme (NDIS).

Two psychosocial services are commissioned under CPSP: National Psychosocial Supports (NPS) and Continuity of Supports (CoS). Modelled on a stepped-care approach to support, consumers accessing National Psychosocial Supports (NPS) and Continuity of Support (CoS) services should be assisted to receive the level and intensity of support they require to ensure all needs are met.

CESPHN has engaged Beacon Strategies to support them to undertake a review and evaluation of the two main psychosocial support services they commission under CPSP. 

Approach 

The evaluation and review will primarily focus on service delivery, being the areas of psychosocial support currently being offered to consumers referred into NPS and CoS services and the models of care through which they are provided.

CESPHN’s review and evaluation of CPSP is designed to achieve the objectives listed below, resulting in an insightful and meaningful evaluation product that provides tangible recommendations for service improvement:

  • Establish arrangements and appropriate governance mechanisms to guide the delivery of the evaluation

  • Undertake a review of key program documents (situational analysis) to understand project background and context

  • Develop a structured and logical evaluation plan that outlines the evaluation scope and methodology in collaboration with the PHN and CPSP commissioned providers

  • Support the collection and collation of high quality data to measure the effectiveness of CESPHN’s CPSP  relating to service experience, process for referral to and integration with other services, and opportunities to build on and improve these pathways

  • Evaluate and report on the evaluation outcomes and learnings, including recommendations to guide the development of CPSP by CESPHN and its commissioned providers.
